Project Governance

Garrett Blaney is the Commissioner with lead responsibility for the Petroleum Safety  Framework Implementation Project, and is the Project Sponsor.  Oversight of the Petroleum Safety  Framework Implementation Project is governed by a Project Steering Group which comprises of the two Commissioners within CER.  The Project Director (Paul McGowan) and the Project Manager (Eamonn Murtagh) report to the Steering Group. 

North Sea Offshore Authorities Forum

The CER also respresents Ireland at the North Sea Offshore Authorities Forum (NSOAF).  The NSOAF consists of representatives of authorities responsible for the supervision of offshore activities in North West Europe. The current membership represents Denmark, Faro Islands, Germany, Republic of Ireland, the Netherlands, Norway, Sweden and the United Kingdom. The NSOAF was founded in 1987. It has one common aim:

"Ensure and encourage continuous improvement in Health, Safety, Environmental Care and the Welfare of offshore workers"

The members of NSOAF have an annual plenary meeting in which activities are summed up and new tasks are initiated and discussed. This work primarily takes place through the five permanent working groups: Training, HS&E (Health, Safety & Environment), EU (European Union), Wells and CCS (Carbon Capture & Storage).
