Performance Management Framework

Given that the designated Safety Supervisory Bodies (i.e. ECSSAI and RECI) are responsible for carrying out safety functions on behalf of the CER, the CER requires assurance that the Safety Supervisory Bodies are fulfilling their obligations as envisaged under the Criteria Document. Consequently, as part of its strategy for the regulation of the Safety Supervisory Bodies, the CER included a provision for the development of a ‘Performance Management Framework’, which involves ECSSAI and RECI reporting against a series of safety metrics on a quarterly basis to the CER, the outputs of which will be used to:

  1. inform the CER on the safety performance of the SSBs and industry generally; &
  2. assist the process of continual improvement of the regime for the regulation of electrical contractors.

With regards to developing a set of performance metrics for safety, the CER considered the functions of the SSB and its obligations under both the Criteria Document. Consequently, the CER instructed the Safety Supervisory Bodies to provide detailed metrics regarding their Core Activities, which include the following:

  • Registrations;
  • Site Inspections & Audits;
  • Certification;
  • Change of Contractor; and
  • Complaints & Disciplinary Proceedings.
