Prior to the SEM each year the CER carried out an in-depth assessment of ESB PG’s costs and ensured that only the efficient costs of the generation business were passed on to customers in wholesale electricity prices. During the period from January 2002 to October 2007 ESB Power Generation’s (ESBPG’s) revenues were regulated under the terms of the Bulk Power Agreement (BPA) pursuant to Regulation 31 of Statutory Instrument 445 of 2000.

Statutory Instrument 60 of 2005 provided for the regulation of ESBPG in the fully liberalised Irish market beyond 2005. The SEM went live on 1st November 2007. In this market ESBPG revenues are no longer regulated. To view papers relating to the pre SEM market please click on the link below.
