The Commission has today (10 April 2008) published a letter to ESB Customer Supply regarding the treatment of K-factors in retail electricity tariffs. In January 2008, CER and Northern Ireland Authority for Utility Regulation (collectively known as the Regulatory Authorities - RA's) agreed to review the treatment of K-factors and their application to retail tariffs.

The RA’s have agreed to conduct a long term strategic review of the application of K-factors in retail tariffs in Q3/Q4 of 2008 which will determine the enduring arrangements for the applications of k-factors in the SEM. This review will not be completed in sufficient time to apply to tariffs commencing 1st October 2008. Therefore the RA’s have agreed to separately publish interim proposals for the 2008/2009 tariffs which are appropriate to circumstances in each jurisdiction.

The CER has today, 10th April 2008, set out its proposals in a letter to ESB Customer Supply. NIAUR will also publish its proposals today.
