The Commission has today (14 March 2008) launched Stage 1 of its process for the designation of a party or parties to act as an Electrical Safety Supervisory Body. This has been launched through the publication of the "Expressions of Interest" documentation (published below).
The Commission is engaging in this competitive process in order to designate parties to act on its behalf with respect to the registration and monitoring of electrical contractors. This is further to the Commission’s function as provided by Section 4 of the Energy (Miscellaneous Provisions) Act 2006 which grants the Commission the function to regulate the activities of electrical contractors with respect to safety.
This process is a restricted procedure and will be carried out in two stages.
The purpose of Stage 1 is to select parties as Preferred Candidates who are to be invited to submit a tender in response to the release of the Commission’s Invitation to Tender (ITT), which will form the basis of the operation of Stage 2 of the Designation Process. This selection shall be carried out on the basis of assessing the Candidate’s technical, managerial and financial experience and capabilities in line with requirements specified by the Commission.
To that end, Candidates will be required to submit an "Expression of Interest" through the completion and submission of a Pre-Qualification Questionnaire ("PQQ") in accordance with the Commission’s requirements, as specified in the Expressions of Interest documentation.
The evaluation of responses to Stage 1 will be conducted on the basis of each Candidate’s detailed and complete response to the PQQ.
This documentation is also being released through E-tenders (www.e-tenders.gov.ie) and through the Official Journal of the European Union (OJEU - www.ojec.com).
The closing date for receipt of Expressions of Interest is 12.00pm GMT 25th April 2008.
