In November 2008 the CER announced the appointment of the Electrical Contractors Safety & Standards Association (Ireland) Ltd (ECSSA Ltd) and the Register of Electrical Contractors of Ireland Ltd (RECI Ltd) as the new electrical safety supervisory bodies. Both bodies are responsible for the regulation of the activities of Registered Electrical Contractors and are carrying out this function on behalf of the CER.
Background
In 2008, the CER launched Stage 1 of its process for the designation of a party or parties to act as an Electrical Safety Supervisory Body, through the publication of the "Expressions of Interest" documentation.
The CER engaged in this competitive process in order to designate parties to act on its behalf with respect to the registration and monitoring of electrical contractors. The process was a restricted procedure and was carried out in two stages.
The purpose of Stage 1 was to select parties as Preferred Candidates who were then to be invited to submit a tender in response to the release of the CER’s Invitation to Tender (ITT), which provided the basis of the operation of Stage 2 of the Designation Process.
This selection process was carried out on the basis of assessing the Candidate’s technical, managerial and financial experience, and capabilities in line with requirements specified by the CER.
Having reviewed the candidates applications, the CER decided to appoint both RECI Ltd and ECSSAI Ltd in November 2008, who then commenced operation on the 5th of January 2009.
