Smart Metering

CER Smart Metering Publications:

A smart meter is an electronic device that can measure the consumption of energy, record and store more information that a conventional meter and provide real time information to the customer on usage and costs.  The benefits of smart metering systems are recognised internationally.  Furthermore, in addition to European energy efficiency targets there are a number of key EU legislative instruments which require that customers are properly informed of actual energy consumption and costs frequently enough to enable them to regulate their energy consumption.

Smart meters can contribute to these goals by:

(1) facilitating improved energy efficiency by empowering consumers with more detailed, accurate, and timely information regarding their energy consumption and costs;

(2) reducing overall energy consumption thereby helping the environment;

(3) reducing overall energy bills by shifting any discretionary electricity usuage away from (more expensive) peak consumption times.

The CER, working closely with the Department of Communications, Marine and Natural Resources (DCENR), established Phase 1 of the Smart Metering Programme in late 2007.  The objective was to conduct a nationally representative smart metering trial in order to assess the costs and benefits of smart meters and to inform decisions relating to the full rollout of an optimally designed univeral National Smart Metering Programme.

The CER has established representative industry fora to deliver at each phase of the Smart Metering project.  Both groups are chaired by the CER and consist of representatives from the Department of Communications, Marine and Natural Resources (DCENR), Sustainable Energy Authority of Ireland (SEAI), ESB Networks, Bord Gás Networks and Irish gas and electricity suppliers.

2. Smart Metering Decision Paper

The CER has today (4th July 2012) published its 'Decision on the National Rollout of Electricity and Gas Smart Metering' (CER12092).  This paper outlines the descision by the CER, after taking account of responses recieved to its recent consultation on this topic, to proceed to the next phase (Phase 2 - Requirements Definition and Procurement) of the National Smart Metering Programme.

The decision is based on the positive results of the inital Phase 1 of the Programme, namely the comprehensove electricity and gas smart metering trials and associated cost-benefit analyses published during 2011.  The decision is further underpinned by relevant European and national legislation which promote smart metering and outline specific related requirements.

The decision paper outlines the high level objectives, data requirements, design, functionality, implementation approach and timelines that will now be formally adopted by the National Smart Metering Programme as it proceeds to the next phase (Phase 2) in delivering a national rollout of electricity and gas smart metering in Ireland to all residential consumers and a significant proportion of small-to-medium enterprise (SME) consumers.
